Right now, elmo gathers a lot of python code from playdoh-lib, including but not limited to django, bleach, and probably nose testing stuff.

That's one big blob that's hard to update, and it'd be easier if we just had explicit dependencies.

It'd also make our python code smaller.

With our current setup, we're depending on https://github.com/erikrose/peep/issues/39, as we can neither install the python code globally nor in a virtualenv.
