Seen on today's master buri build (06/04), both with comm and ref ril:

STR
-Go to Settings -> Cellular and Data -> Data Settings -> Modify Movistar APN name ‘telefonica.es’ for example change it to ‘telefonica’ (ER1)
-Select (custom settings)
-Tap on OK
-On Cellular and Data screen enable Data connection
-Open the Browser app and go to any web site (ER2)


EXPECTED
ER1: As per previous implementation (checked with 1.1 build), (custom settings) is selected by default when changing APN name or modifying any of the field of the Movistar apn
ER2: Since the apn is wrong it should not be possible to browse.

ACTUAL
1-(custom settings) is not selected by default when changing any of the fields of the APN
2-It is possible to browse even when the APN selected for Data connection is not a valid one
