* Description: 
 There is no confirmation message when clicking the “Restart” or “Power off” button.
Compare with android smart phone, there is a confirmation message when power off the device. If user make an incorrect switching, the device will power off immediately. 

* Reproduction steps:
  1. Long press power key
  2. Click the “Restart” 

* Expected result:
  When clicking the “Restart” button, the device pop a confirmation message to ask wheather user agree to power off the device.

* Actual result:
  When clicking the “Restart”, there is no prompt box pop up

* Reproduction build:(Buri - Firefox OS V1.4 outside)

This issue occurs on Flame 2.2, Flame 2.1, Flame 2.0, and base image v188-1 only.

Observed behavior: Device does NOT show a confirmation dialog when long-pressing power button and selecting to 'Power Off' or 'Restart', which are potential destructive actions.

NI to System owner for a blocking call; Notes: not a regression, but resetting / powering off has the potential for destroying unsaved data and might require a warning / confirmation message.
