Steps to reproduce:

1.Download build(FFOS_US_ZTE_P821A20V1.0.0B06) to 50 devices (baseline:309)
2.Press power key for a long while to boot device.
3.There are 7 test samples couldn't start up to home screen window but adb port can be accessed and power key can wake up or sleep device and volume key can adjust volume freely under this situation.
4.Then use "adb shell b2g-ps" and find no homescreen process. b2g and Nuwa and Preallocated app processes can be seen.
5.Finally, the 7 test samples stop at movistar logo and couldn't go to homescreen. 


Actual results:

The 7 test samples stop at movistar logo and couldn't go to homescreen. 



Expected results:

All 50 test samples should boot to homescreen window normally.
