Ability to scroll disappears on Mac OS X

(Not sure about the component.)
Since updating to 2014-06-09 (from 2014-06-06), I get into situations where the ability to scroll disappears on the Mac. It's on pages where scrollbars are hidden by default; doing a two finger scroll on the touch pad gets the scrollbars to appear, but no actual scroll is performed. If I get over to the temporarily visible scrollbar and click on it before it fades away, I can scroll that way.
Restarting the browser fixes things temporarily, but I haven't quite found a clear STR.

Managed to get it back without having to restart the browser. Not sure how though, it may have involved creating new tabs, or computer going to sleep. Yes, I realize not the most useful information for either the STR or the workaround :)
