We need to document how to set up a Pulse system for local development. Normally I like to package documentation with code, but in this case there is no canonical source, so there should be a section on the wiki. It should include (alongside full setup instructions) a brief explanation of the Vagrant box packaged in mozillapulse/test. Both mozillapulse and pulseshims should also be documented. I'm bundling that into this bug.
