102311 - Open in New Window does nothing for Personal Toolbar items

Using build 2001092803 on Win2K

Steps to reproduce:
1- Create a bookmark/folder on the Personal Toolbar
2- Right click on that item and select "Open in New Window"

Result:
Nothing

Adding dependancy: 106874. Once this is fixed to open new windows again, it
should open tabs if tabed browsing is enabled.

Actually, "Open in New Window" shouldn't show up for bookmark items with the
current code. The problem is that mozilla thinks the node is the personal
toolbar itself. I currently have a patch that fixes it so the right context menu
appears, but expand and open in new window don't work for folders. Go fig.

b. query bugzilla to see if there's an existing, open bug (new, reopened,
assigned) that covers your issue.
c. if this does need to be reopened, make sure there are specific steps to
