Reproducible on: 
 * Firefox 30.0 build2 (Build ID: 20140605174243),
 * Aurora 32.0a2 (2014-06-10),
 * Nightly 33.0a1 (2014-06-10),
using: 
 * Ubuntu 13.10 64-bit, Mozilla/5.0 (X11; Linux x86_64; rv:30.0) Gecko/20100101 Firefox/30.0.

Pre-requisites:
 * a Firefox Sync Account

Steps to reproduce:
1. Launch Firefox 30.
2. Click the menu panel and then "Sign in to Sync".
3. Click "Get Started".
4. Click "Already have an account? Sign in.".
5. Type in your existing Firefox Account credentials.
6. Press the "Sign in" button and immediately put the browser's window out of focus (e.g. switch to a different app).
7. Wait for a few seconds, then switch back to Firefox.

Expected result:
After a few seconds since switching back to Firefox (e.g. > 20 seconds), the anchored Sync notification is displayed.

Actual result:
Despite having the browser's window into focus, the first sign-in Sync notification is not displayed.

Additional notes:
 * This issue seems to be reproducible only on Ubuntu, as Windows and Mac OS X are *not* affected by it.
 * This issue might be a regression of Bug 966098, but further investigation is required to ascertain this.
