Reproducible on: 
 * Firefox 30.0 build2 (Build ID: 20140605174243),
 * Aurora 32.0a2 (2014-06-10),
 * Nightly 33.0a1 (2014-06-10),
using: 
 * Ubuntu 13.10 64-bit [1].

Steps to reproduce:
1. Launch Firefox 30.
2. Click the menu panel and then "Sign in to Sync".
3. Click "Get Started".
4. Type in a valid email address and password then click "Next".
5. Close Firefox and verify your account (e.g. from your email client or using a different Firefox profile/version).
7. Launch back Firefox with the profile you created your Firefox Account from.
8. Either click once on the window's title bar or move your window from the original start-up position on your screen.

Expected result:
The first sign-in notification is displayed after launching back Firefox.

Actual result:
The anchored notification panel is not displayed at all.

Additional notes:
- I noticed that if you don't use the machine you started Firefox back on for a few seconds (i.e. > 20 seconds), the notification is displayed, but if you so much click the browser's title bar or move its window, the notification will not be displayed at all.
- This issue seems to be reproducible only on Ubuntu, as Windows and Mac OS X are not affected by it.
- Might be a regression of Bug 966098, but further investigation is required to ascertain this.

I can no longer reproduce this issue on Ubuntu 22 with Firefox 125.0 and Firefox 115.9.1esr, the anchored notification is displayed if the account was verified while Firefox wasn't running.
I'm going to close this bug as WFM.
