If the screen is tapped on while scrolling past the top or bottom of the screen, it freezes. If in an app, tapping the home button exits out of the frozen screen. If on the homescreen, locking the screen then unlocking it fixes the frozen screen. This issue occurs on both the homescreen and certain apps where the page can be scrolled such as messages and Settings.

Repro Steps:
1) Update a Flame to BuildID: 20140610000223
2) Scroll to the bottom of the homescreen
3) Swipe up and while swiping up, tap the screen

Actual:
The screen freezes

Expected:
The screen does not freeze

This definitely sounds like a dupe of bug 1022719.
