bugzilla.mozilla.org has resumed normal operation. Attachments prior to 2014 will be unavailable for a few days. This is tracked in Bug 1475801.

On Windows, looks like that applications can retrieve network connection type with ConnectionCost.

Although, I don't have enough image of ideal behavior, but updater should check the network type and if it's cost by per byte or there is fixed limit, updater shouldn't do update without confirmation of users.

I believe that at least, there is such pref to enable confirmation or completely stops working at non-limited network.
Summary: Updater should change the behavior by the type of current network → nsIUpdateService should change the behavior by the type of current network for downloading
