Are you always delivering the plugin in an XPI?
If yes, the plugin will get activated automatically anyway on Firefox 30+, no whitelisting needed.

Yes, we are delivering plugin in an XPI as a part of EXE file. So, we do not need adding to white list?

If the plugin is always located in the extension than no whitelisting is needed.
You can just test it out with Firefox 30 (the current release), ideally with a new profile - if should activate fine and not be set to click-to-play.
