* Description:
The format of time on status bar display to the format of corresponding language that need to 20 seconds. 
* Precondition:
     Default language set as Japanese.
* Reproduction steps:
  1. Open settings app and select language.
  2. Set default language as English(US).
  3. Check the time display in status bar .
* Expected result:
The Time format can be change immediately in the status bar.
* Actual result: 
The time format can be change after 20 seconds.
* Reproduction build:(Buri - Firefox OS V1.4 inside)
