The feature that automatically opens a home page on Navigator startup is quite nice, however, when configured to open the home page on start up, selecting File->New Navigator Window from the menu reloads the home page as well. Since the home page was presumably opened when Mozilla was first started, and is always accessible by hitting the home button, it doesn't make sense to open it again. If a user wants to open a new browser window, it is most likely because they want to preserve the state of the current window and go to a new location in a different window. Opening the home page by default in the new window creates a delay (which can be long if your home page is complex) before the new location can be typed in. I don't know if a blank page or the current page would be a better option, but equating "New Navigator Window" and "Navigator start up" is sub-optimal.
