What it says on the tin. This makes things a little more legible: "Not cupcakes --- too bourgeois!" instead of "Not cupcakes — too bourgeois!"
When I checked the spelling for 'bourgeois', I found:
"2: marked by a concern for material interests and respectability and a tendency toward mediocrity"
Is a concern for using the proper sort of dash a form of techie bourgeois? Does this patch demonstrate more concern for whether the documentation leaves a good impression than for actual technical innovation?
My only defense is to invoke the sunk cost fallacy: the patch is already written.
