Details

This is a final combination of the FHR-checkup work as well as the crash-support-classifications. We need to have a system on the server to combine crash classifications and decide what action to take for a particular crash.

The action we take may depend on the translations available from SUMO for a particular article, so this may also involve talking to SUMO either from the client API or via a back-end server API.
