For Example. currently in a non en-US kb article if a localizer use [[Image:Sidebar gear]] syntax, the image will not appear on that local if its not available on that locale media gallery. we should allow to show en-US image on non en-US article when that image will not available!
Are you sure, this isn't working already? See https://support.mozilla.org/de/kb/firefox-suche-android-startbildschirm for example.

I think, it works for a long time already ;-) We use the images of locale-free buttons like that: e.g. [[Image:Windows key]]
