Location based result sets appear to be incorrect and overly broad. Result sets include profiles that aren't specific to that /region/ or /city/ but share the same /country/ [afaict]

Steps to reproduce
goto https://mozillians.allizom.org/en-US/country/United%20States/region/Colorado/
goto https://mozillians.allizom.org/en-US/country/United%20States/city/Waterflow/

Expected:
Results only include accounts that match the geographic search criteria

Actual:
Search results include profiles that match /country/ but have other field blank

Bumping to QA verified - automation passes on dev .. removing xfail in prep for this to be staged.
