Actual results: It obviously removed only the visible items, not the whole download history. Expected results: All files - the whole history should have been deleted. At least that is how 99% of all programs with CTRL-A work.

How long is your list of items? Just tested with FF58.0 on Linux and a list of >100 items. The first page of items (i.e. visible ones) gets selected with CTRL+A and when you scroll down items are not selected and thus cannot be deleted.
