102538 - Leave empty window when file cannot be edited

If I try to open a file (via open dialogs or recent file menu) and the file can't 
be found, I'd like to see us prompt the user for a replacement file/url (until 
they are successful or click cancel).

This is probably more inline with what users want as opposed to telling them 
their file can't be found and leaving them to start the open process over again.  
In my opinion, the worst part of the current behavior is that users don't have 
any kind of a starting point.  Instead we could pre-fill with the last attempt so 
users could fix typos or have time to mount a removable disk or connect to the 
appropriate network before continuing.

I think just leaving the user in an empty editor page would suffice.
They can simply use "Open" again and page will load into the same window if it
is found.
