1025549 - Move all download related CSS files into the themes/shared/downloads directory

Reasons to do this :
- The Australis widgets currently do this, and we plan on making the downloads button an australis widget
- We plan on using the same styling across all platforms : See https://people.mozilla.org/~shorlander/mockups-interactive/australis-interactive-mockups/windows8.html
- There are not much differences between those files (except the styling inconsistencies, but again, we plan on using the style across all platforms)
- It's quite easy to do, and it's not very hard to change the jar.mn manifests

Although, we shouldn't move the downloads indicator images since Toolbar.png glyphs also differ.
For the downloads panel images, I think we should move them since they are part of : https://people.mozilla.org/~shorlander/mockups-interactive/australis-interactive-mockups/windows8.html

I have nothing against that, provided UX signs the fact they want the panel identical. I'd not want to end up like with the translation toolbar, where we first made a shared design, and then decided to make Mac styling different.
