User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/36.0.1985.67 Safari/537.36 Steps to reproduce: Under Windows, click on the top-left corner of the Thunderbird window. Actual results: Nothing. Expected results: The system menu of the window should open. This has been a standard behavior of applications under Windows for a very long time. For an example, see Chrome or IE.

But not the case when we are drawing in title bar, correct?

Yes, this is a limitation of the draw in titlebar implementation we use from m-c. Firefox is affected too and there should be also a bug for FX.
