102610 - Question mark(?) is inserted in the header of non-ascii messages when reply/forward twice

*** observed with 2001-10-01-0.9.4 build ***
i'vce observed the similar phenomenon before where the space before the third
reply/forward was treated incorrectly and the square was inserted , i believe
that the bug was filed for that problem though i can not find this. In today's
build i am seeing that instead of square the ? is inserted in the header in the
thread of cyrillic and japanese messages when they are forwarded or replied to
more than twice. Screen shots to follow for both cases.

in today's build 2001-11-26-03 not only a square is inserted into the forward
reply but double-qoutes as well, this is confusing and might change the meaning
of the subject..I'll attch the screen shot

As a result of new MIME encoder, which is originally written to fix #73403,
this bug should be also fixed by applying the proposed patch (id=67007) 
submitted on 1/29/2002.  Please down load and apply the patch and see how
it fixes this problem as well.
