Steps to reproduce:
attempt to "grab" the maximixed whole window with the mouse to drag it to another monitor
Actual results:
the hover state goes to the tab closest to the mouse cursor and any dragging action is applied to the single tab. I have to move the cursor to some tiny regions in the corners of the screen to "grab" the entire window.
Expected results:
the whole window should move when click + dragging anywhere on the top pixel row of a maximized window (except the close, restore, minimise buttons, of course). that 1px gap between the tab tops and the window top should not be part of the tab's active area, so native OS behaviour is not disabled.

Tested on Windows 7 x64 with the Nightly 46.0a1 build. I can't reproduce the problem. Please retest this issue with the latest version of Firefox (https://www.mozilla.org/en-US/firefox/new/). Thank you.
