1027177 - Document custom xre.zip used for B2G mochitests

We use a custom xre.zip for mochitests that includes ssltunnel.  We need to add a link to this in documentation, and we should update the mach target to check for this and suggest this (or download it automatically) if missing.

The version used by TBPL is http://runtime-binaries.pvt.build.mozilla.org/tooltool/sha512/263f4e8796c25543f64ba36e53d5c4ab8ed4d4e919226037ac0988761d34791b038ce96a8ae434f0153f9c2061204086decdbff18bdced42f3849156ae4dc9a4

It would also be nice to write a script that can generate said zip file.

I'm not wild about shell scripts, but having this in shell script format is better than nothing.

RE: where it should go, I don't have a strong opinion, feel free to put it under testing/ somewhere in mozilla-central.
