Bouncer supports memcached, but it's configured on stage and prod to point to localhost and memcached isn't installed or running there.

Let's see if this feature works ok on stage.

Manually installed and turned on on staging, so you can verify it's being used and works as expected.
Deployed memcached on dev and stage via puppet now.
