let me restate just to make sure I grok the request and an able to fill it well.

spin refspec[1-5].vm.labs.scl3.mozilla.com 
OS: Ubuntu (12.04?  or would you prefer 14.04 which may take a little while longer?)  And can I assume 64 bit?
vCPU: 1?
RAM: 2GB?
HDD: 40GB

all of our templates have puppet *installed* but can be left non-puppetized - so that you can continue to treat them as non puppet-y if you desire.
