Details

Pseudolocales (bug 900182) are currently implemented as a buildtime optimization, and as such, are not available in DEBUG=1 profiles or in production profiles with GAIA_CONCAT_LOCALES=0.
Bug 1015041 is about the same and has a better discussion in it already.
