Steps to reproduce:
Open Responsive Design Mode on a small screen like a macbook air 11".
Actual results:
The view of the page is shown with the "drag handle" not visible so that you'll have to scroll down to expand the width of the view manually.
Expected results:
You should be able to click and drag along the whole right edge of the view to expand the width.

An alternate option (for the time being) : choose a smaller size from the drop down and then adjust to the required size.
