Those translations are not supported, and while they live through the magic of string merging, I do not feel comfortable calling them "done" at this moment.
Beta flag would indicate their real state, will warn users, and may be even can attract some volunteer to them.

I'd rather not add "beta" flags to non-beta builds again.
I do agree that the builds we have are probably not good to hand out to end-users.
I'd suggest to just remove the entries on the webpages so that we don't point new users to 'em, and keep building them for now for security updates to existing users. That'd include updating the sign-offs every now and then to get a current toolkit translation.
Tim, would you like to keep the beta builds up on http://www.mozilla.org/en-US/thunderbird/all-beta.html? or should we just expose aurora (early bird) builds?
For SeaMonkey, I know even less about what pages they offer.
Longer term, do you think we should expect the Ukrainian translations to come up to date again, or should we start thinking about converting existing users over to another language? (Not sure if converting users to Russian would be OK these days, we could convert them to English builds)

I agree with Tim. This two projects are inactive for a long time.
As you can see at the localization dashboard, sea_aurora is 86% completed. Actually no one interested in supporting this project this days.
tb_aurora is 83% completed. But I think this project could come up to date again soon.
Thanks for CC'ing me, I'll try to give a new live to Thunderbird in the near future. Seamonkey is completely replaced with Epiphany on my desktop, so honestly I won't support it any more. Feel free to ping me about Thunderbird.

At the moment Thunderbird is more or less in a good state.
Since SeaMonkey couldn't be marked as beta, I close this as wontfix.
