https://bugzilla.mozilla.org/buglist.cgi?f1=cf_locale&list_id=10564638&o1=substring&resolution=---&query_format=advanced&v1=%2F returns all the bugs, instead of just those with a Locale aka cf_locale flag value.
This needs to be updated to allow isempty to work with custom multi selects which currently is does now. Moving upstream since this is not BMO specific really.
