Had to put this against Windows 2000, since XP is not a choice.  When doing a 
customized build on Linux, the resulting tar file is empty, and the nscpxpiLinux 
folder is empty as well.  The cygwin tools ARE installed, and the path is set.  
At the command prompt, tar and gzip work fine.  There may be some problems with 
cygwin and windows XP.  The cygwin website states that they will not support XP 
until it has been officially released by microsoft.

Marking invalid.   I was under the impression that the linux tar file was 
supposed to be just a .tar file.  It needs to be a .tar.gz file.  My bad.
