This removes the finished experiments (on build time) from the manifest json, while keeping them listed in the index.html for historical purposes. I was unsure if I should call this finished, completed, expired.. I went with finished. Here's an example of what the resulting page looks like with the patch: http://people.mozilla.org/~fgomes/telemetry-server.htm
