1029716 - Every footer on webmaker.org should have the updated design

Noticed that some of the old pages still have the old footer. We should update those with the footer design currently on the homepage.

Should these pages be covnerted to Angular first @Kate? Or just port them to nunjucks?

Can you add it to tools? The other ones I highly suggest we do gradually as part of design debt, and convert them to angular

I'm taking this bug to add footer to /tools only for now and other bug as Kate mentioned we should have separate bug for them.
