Details

When clicking on the link "Natchrichten" in the t-online page, a small frame
opens in the left side of the screen, as oppossed to displaying a centered big
frame.

Steps to reproduce:
1. Go to http://www.t-online.com
2. Click on "Nachrichten" (first tab in the left side)
actual result: small frame opens in the left, previous page still displays in
the rest of the screen.
expected result: centered frame opens in the middle of the screen, previous page
is no longer visible.

Tested on Windows 95 (US OS), 1999-07-21-16-M9-NECKO build

As with bug 10024, this is caused by a failure to check the base target when
there is no target set.  This time the bug is in nsImageMap.cpp instead of
nsFormFrame.cpp.  I've got a fix on the way.

This was probably crashing due to Necko horkage.  It works as of today's build.
