I load the released Mozilla 0.94 (not nightly built) on Mac OS 9.21 US. 
The mouse ware of Kensington optical Pro USB mouse is latest version, ver 5.60
The scroll wheel functions on I.E and Netscape Communicator and Mac OS itself
but not Mozilla. 

Reproducible: Always
Steps to Reproduce:
1.load Mozilla as normal
2.Mouse's scroll wheel not function.
3.

Actual Results:  Scroll wheel doesn't functions

Expected Results:  Scroll wheel works properly
