Details

Scrolling on the T100 (Intel Atom) tablet can be very choppy. The code for capturing page thumbnails for the Windows task bar previews sometimes shows up in profiles of scrolling. We should suspend this thumbnailing while scrolling.
Scrolling is probably the notable case of few cases where we don't want pauses (other could be other kinds of animations, or maybe interactivity in general).

Can this be linked to bug 712478, instead of connecting this to scroll only?
