Under OS X, it is possible to have an application running (in the dock), but with no associated windows. In this state, incoming Loop calls do not alert the user. Some level of alerting is needed for this situation.
We could probably open up a new window and then add a chat window fairly easily, but that might not be what we actually want to do from a UX perspective - some form of notification may be better.

Darrin, what's the suggestion here?

Is there an equivalent capability on Windows that we should track on a separate bug?
Could we throw up a native system notification (i.e. Notification Center style on OSX for example) with the corresponding sound, and if the user answers/accepts we open a ffx window to about:home with the loop UI showing?

Yes, that sounds doable, although I'm not sure if we can get the notification center to leave popups on the display for a long period of time.

We might need to do some investigation as to the possibilities of accepting/rejecting a call from the notification center as well (not sure it gives you multiple buttons).
