Not a blocker, but would be nice in the future.
It would be great if designated admins can change the permissions for other uses via a UI, rather than needing to {edit the DB, commit to the repo, ssh somewhere, connect to a VPN}. (I'm not sure how we're doing this at present).

Seems like this is already possible at:
https://treeherder.mozilla.org/admin/auth/user/
Though I think we need bug 1032163 to lock down who can change/add users, but I'll comment over there.
