Steps to reproduce:

1. Create New User Snear123.
2. Verify email address.
3. First time Logged in.


Actual results:

Login impossible. Error message.
"Account locked: too many login attempts. Please try again later."


Expected results:

Login possible.
Authorization successful.
Please do not play in bugzilla.mozilla.org. It is a production bug tracking
