Right now en-GB content is going through the translation system. It shouldn't be. Instead, it should get treated like en-US content.
I think we need to tweak the "copyover" code so that it sees en and en-* languages as the same.

Landed in master in https://github.com/mozilla/fjord/commit/c58fd44e
Pushed to prod just now.
I'll reopen if I see text from English locales being translated still.
