cancelling with NS_ERROR_TRACKING_URI on a top-level page should show a warning page

If a top-level page load is cancelled with NS_ERROR_TRACKING_URI, the progress indicator just spins endlessly. Even though no domain should be on the list that people want to visit, we should show a warning (similar to the malware or phishing interstitial) in case they do.

We should actually never show this page, because we should never cancel a top-level load (bug 1039012). However it might still be useful for development.
