steps to reproduce:
1. Load https://marketplace-dev.allizom.org/developers/app/easy-taxi/edit
2. Try to change the default locale from pt-BR to en-US
3. Save changes

expected behavior:
App developer can change the default locale

observed behavior:
Saving changes fails with "Before changing your default locale you must have a name and description in that locale. You are missing 'name'."

Currently discussing this via email.  Default locale is set via the manifest.  This bug will likely turn in to making that a read-only field on the dev tools.
