We need to add a locale switcher to filter down the top contributor lists by locale. By default, they will work as implemented (showing top contributors across all locales). If you switch to a locale, then we only show the areas that apply to the locale (for example, we hide the Support Forum if it isn't enabled in that locale) and filter the contributions to only the ones in the selected locale. We also need to have the same locale switcher on the Top Contributors list page.
