[Reproduce Steps]
  0. Insert one/two SIM card
  1. Launch Settings app
  2. Call Settings -> SIM1/SIM2 -> Fixed dialing numbers
  3. Switch enable/disable -> Stay in enter SIM PIN2 page for a while

[Expected Result]
  SIM card shouldn't be disabled

[Actual Result]
  SIM card will be disabled and no signal(check with status bar)
  Only turn on then turn off airplane mode can resume it
  
  Flame and Buri are fine

It is caused by libril, and any build after Jun 2th doesn't have this problem.
