[Sora][Dialer] The ongoing call transfer to a B-party via "4<Send>" does not work.

Description:
- Set up a call to a fixed line phone. A special in-band tone indicates that you call out of your homezone.
- Switch on another mobile with the SIM labelled "T-Mobile - Bonn #B.2 or B.1"
- From the DUT hold the call and dial 902 for B.2 or 901 for B.1
- Answer the call at the second mobile.
- At the DUT transfer the call to the second mobile by use of 4 <Send>
- End all calls and repeat steps but use *70#<Send> to perform the ECT instead of 4 <Send>.
- End all calls and repeat steps but use the menu option (if available) to perform the ECT instead of 4 <Send>.
- End all calls and switch off both mobiles.
The DUT can not transfer an ongoing call to a B-party via USSD code (*70#<Send>) or via "4<Send" (as defined in 3GPP TS22.030).
According to the MTR SoC both options are supported (MTR-924, MTR-1187) but in fact they can not be used by a customer.
ECT is e.g. part of the "T-Mobile" service offered by Telekom Germany.
Customer Impact Statement:
A customer is not able to transfer an outgoing call to B-Party via "4<Send".
Expected Behaviour:
The ongoing call transfer to a B-party via USSD code *70#<Send> or via "4<Send" could be worked.
