This is a routine update of the localeVersion to 0.9.5. We need this to make 
langpacks/content packs in check. Would you please r and sr the submitted patches?

note that the changes are done programatically by the same script in previous 
releases. The patch should be safe.

The patches look complete, but I'm uncomfortable with updating the skinVersion
as part of this. Have 0.9.4 skins really degraded so far that we want to block
them out of 0.9.5?

I can leave the skin part out of this patch since skin is not we'd like 
to address here. I can help update skinVersion in another patch, though.
 I'll submit localeVersion only patches this afternoon.

I had removed the change to skinVersion in my patches. Please check with theme
folks to see if the skinVersion needs to be adjusted as well.
