Details
We have landed a workaround for this stagefright feature not being implemented. We cache the SPS/PPS and insert them on an IDR; however this is suboptimal since it means those frames aren't accounted for by the H.264 rate controller.
Randell, The meta build M8610AAAAANFYD1530.1 or later has this fix. I believe the workaround is removed with bug 1063883. Can we mark this as resolved?

The latest we have is M8610AAAAANFYD1520.3 (in v180). I'll have to wait on confirmation until we have 1530.1 Also, once we remove the workaround, we must turn h.264 *off* on all builds before that.
