1034049 - Get Firefox firstrun nightly page localized for all the locales we have on the Nightly channel

Description

1/ inventory of all locales actively maintaining localized nightly  builds
2/ contact all of these locales to get them translate the firstrun page and ideally also communicate about their needs to these users

I'd say we can propose the page to all locales available in http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-mozilla-central-l10n/
If the locale doesn't actively maintain Nightly builds, they probably won't localize this page (And even if they do, a localized firstrun can't hurt).

That is to say:
ar, ast, cs (DONE), de (DONE), eo, es-AR (DONE), es-CL, es-ES, es-MX, fa, fr (DONE), fy-NL, gl, he, hu, id, it (DONE), ja, kk, ko, lt, lv, nb-NO, nl, nn-NO, oc, pl, pt-PT, ru (DONE), sk, sv-SE, th, tr, uk, vi, zh-CN, zh-TW.

However for the community block, we'll contact only locales pushing on central (even when in bad shape, the purpose of the community block is to attract new contributors)

I think that's too broad: we're building nightlies for a lot of locales not even touching l10n-central, if it's not for me pulling changeset from mozilla-aurora.

I would start from this, ordered by missing strings

Probably putting a threshold around 200 or 300 missing strings.

Locales with less than 200 strings on central are IMHO in a pretty good shape.
Of course we want to get new volunteers for locales in good shape, but also for locales that are not.

For instance oc is 371 strings late, but we still want attract new people there.
Also for some locales, most of the missing strings are devtools/DOM strings.

Since we started getting a good coverage (http://l10n.mozilla-community.org/~pascalc/langchecker/?locale=all&website=0&file=firefox/nightly_firstrun.lang ), I've sent an email to all the people that have completed the localization but don't have localized the template yet.
