The title bar of the preference panels uses a system color for the text on top of a fixed color image. On some GTK themes, such as DarkMarble, this causes the system color to be almost exactly the same color as the background image, making the title of the panel illegible. This was designed so that the text should be black -- so it should be explicitly black rather than using a system color.
